Should Puerto Rico be more heavily invested in Renewable Energy?

Might Puerto Rico remain vulnerable with a main grid powering the entire island because of the island's ongoing vulnerability to hurricanes? Could renewable energy allow for an instant back up plan that does not rely as heavily on a centralized grid or at the very least, works somewhat independently of a centralized grid?

Donald Trump himself stated that helping Puerto Rico was more difficult than if they were on the Mainland specifically because Puerto Rico is surrounded by water. Alternative renewable energy on a localized level might allow Puerto Rico to better survive a hurricane than one main power grid located in a centralized location.

Puerto Rico could benefit from both a centralized power grid and renewable energy grid. The question is should the renewable energy strategy be sidelined until a new power grid is up and running, or should a renewable energy power grid be established simultaneously as a new power grid is being built?
